Ilsse Carolina Torres Ortega,PhD (coordinator)
Doctor of Laws from the University of Alicante (cum laude and international honorable mention); her research focused on the philosophy of law, with the thesis "The justification of punishment in contemporary philosophy of law." Master's Degree in Environmental Law and Sustainability, and Master's Degree in Legal Argumentation, both from the University of Alicante. Bachelor's degree in Law from the University of Guanajuato. She has been a guest researcher for the Chair in Legal Culture at the University of Girona (Catalonia) and at the Tarello Institute of the University of Genoa (Italy), as well as honorary collaborator in the Department of the Philosophy of Law and Private International Law at the University of Alicante. She is currently a research professor at the Instituto Tecnológico y de Estudios Superiores de Occidente (ITESO). Lines of research: philosophy of law, philosophy of criminal law, legal argumentation.
José de Jesús Ibarra Cárdenas, PhD (Coordinator)
PhD in Public Law and Legal Method from the University of Alicante, Spain; Master's degree in Social Sciences from the University of Guadalajara. Researcher in ITESO's Department of Sociopolitical and Legal Studies, and professor of the courses dealing with Legal Argumentation and Interpretation, Constitutional Law, and Philosophy of Law. Author of the books: "The judicial construction of democracy in Mexico," (Fontamara 2014), "Election results overturned on the basis of irregularities. Los Cabos 2011" (TEPJF 2013). His line of research is related to judicial reasoning and democracy.
Azul América Aguiar Aguilar, PhD
PhD in Political Science Research from the Italian Institute for Human Sciences, of the University of Florence; Master's degree in Political Sociology from the Dr. José María Luis Mora Research Institute, and Bachelor's degree in International Studies from the University of Guadalajara. She belongs to the National System of Researchers, at the candidate level. Research professor in ITESO's Department of Sociopolitical and Legal Studies. She currently co-coordinates a research project on Parliamentary Elites in Mexico, with responsibility for the states of Nayarit and Jalisco. Lines of research: Judicial studies, Democratization and organized crime, Parliamentary elites in Mexico.
Olga Aikin Araluce, PhD
Research professor in ITESO's Department of Sociopolitical and Legal Studies. Bachelor's Degree in Law from the Universidad Complutense de Madrid. She obtained her Master's Degree in International Relations from the Instituto Tecnológico de Estudios Superiores de Monterrey, and her PhD in "European Union, Globalization and International Relations" from the Universidad Complutense de Madrid. Her PhD dissertation was titled "Transnational defense networks and political change in Mexico: the case of the murders of young women in Ciudad Juárez and its process of internationalization". This research project won the 2010 CEMEFI (Mexican Philanthropy Center) Award in the category of research about civil society. Her current lines of research involve the transit of Central American migrants through Mexico and the transnational political pressure on Mexico in matters of human rights over the past 30 years.
Raymundo Gama Leyva, PhD
Bachelor in Law from the Instituto Tecnológico Autónomo de México. He studied the Specialization in Legal Argumentation at the University of Alicante, and obtained his PhD from the same university under the guidance of professors Manuel Atienza Rodríguez and Daniel González Lagier, graduating cum laude on March 17, 2011 with a dissertation titled: "Assumptions in Law and Argumentation." He currently works as a full-time professor in the Department of Legal Studies of the Instituto Tecnológico Autónomo de México, where he teaches the following courses: Legal Methodology II (Argumentation), General Trial Theory and coordinator of the Eduardo García Máynez Seminar on the Theory and Philosophy of Law; Legal Interpretation and Argumentation, and Evidence-based Arguments in the Specialization in Legal Argumentation at ITAM, as well as the course titled "Evidence and Human Rights" for the Master's Degree in Human Rights and Guarantees at ITAM. He formerly worked for the Federal Judicial Branch at the Eighth District Court for Administrative Matters in the Federal District, and as legal advisor for Alonso Lujambio at the Federal Electoral Institute. His research focuses on evidence and legal arguments.
Francisco Javier González Vallejo, PhD
He is a political scientist specializing in the Electoral System and Electoral Law. He has certifications in Transparency and Accountability, Combating Corruption, and Electoral Systems, and a PhD in Social Sciences from the University of Guadalajara.He was Director of Lobbying for COPARMEX Jalisco, and a founding member of the Collective "Citizens for Transparent Municipalities" (CIMTRA). In 2004 he was elected Secretary of the Transparency Council of Zapopan. He has been a Political Consultant for the Senate of the Republic (2006) and the State Congress. He has served as Electoral Advisor for both the Institute for Elections and Citizen Participation (IEPC) and the Federal Electoral Institute (IFE). He was the first Project Director for the Economic and Social Council of the State of Jalisco (CESJAL), before being elected unanimously as its General Secretary. At the end of his tenure he was named advisor for the Board of Directors and project researcher. He has taught the courses "Introduction to Political Science", "Legislative Theory and Practice", "Comparative Parliamentary Systems", "Democratic Participation", and "Public Policy" at the Tec de Monterrey, Guadalajara campus; UNIVA, Puerto Vallarta campus; and at the University Center for Social Sciences and Humanities (CUCSH) and the University Center for Economic and Administrative Sciences (CUCEA) of the University of Guadalajara. He currently works as a professor at ITESO and as a Citizen Councilor at the Institute for Transparency and Public Information of Jalisco (ITEI).
María del Pilar Monroy Merchán, PhD
PhD in Social Sciences with a Specialization in History from the University of Guadalajara, Master's Degree in History from the Universidad Nacional de Colombia, and Bachelor's Degree in Social Sciences from the Universidad Pedagógica Nacional de Colombia. Lines of research: Cultural history of the indigenous peoples of Mexico; Comparative social history of 19th century Latin America; Mexico, Colombia and the United States, Sociogenesis and civilization processes. She has given different lectures on indigenous peoples and liberalism, and social history. She is an active member of the historical research group of the Universidad Nacional de Colombia.
Irina Janette Reyes Murillo, PhD
PhD in Law from the Universidad Marista. Master's Degree in Taxes from the University of Guadalajara. She is a Judicial Specialist recognized by the Institute of the Federal Judiciary, and has Specializations in Fiscal Procedure from the Institute of Administrative Justice Studies, and in Tax Law from the Universidad Panamericana. She currently teaches the course in Tax Law in the Bachelor's Degree in Law. She has worked as a Fiscal Advisor for the Taxpayer Assistance Office, Special Services Coordinator in the Litigation Office of the Local Administrative Court of Guadalajara of the Ministry of Finance and Public Credit. She also served as Secretary of Agreements, among other positions, in the Second Regional Chamber, Western Division, of the Federal Tribunal of Fiscal and Administrative Justice. She currently practices private law in administrative and fiscal matters. She has been a speaker at different forums on topics related to taxes and tax law.

Guillermo Zepeda Lecuona, PhD
PhD in Law from the Institute of Legal Studies of the National Autonomous University of Mexico, with a specialization in Legal Sociology. Master ‘s degree in Public Policy from the Instituto Tecnológico Autónomo de México. (ITAM). Law degree from the University of Guadalajara. He has specialized in topics related to institutional development, judicial reform, public security and criminal justice. Corresponding member of the Mexican Academy of Criminal Sciences. From 2005 to 2009 he coordinated the "Research Network on Comparative Criminal Reforms". Partner and director of Jurimetría Consultants. Academic at the Instituto Tecnológico y de Estudios Superiores de Occidente (ITESO). He coordinated the Follow-up Project on Mexico's Criminal Reform, which was sponsored by the United States Agency for International Development (USAID). Member of the National System of Researchers, Level II. He has authored ten books and over forty essays published as book chapters, monographs, and articles for specialized journals.

Master's degree in International Human Rights Law from the University of Notre Dame, South Bend, Indiana, United States of America. Bachelor's degree in Law from the Instituto Tecnológico y de Estudios Superiores de Occidente (ITESO). Adjunct professor in the law program, where she teaches "International Human Rights Law" and "International Public Law." Human Rights Official with the Office of the United Nations High Commissioner for Human Rights in Guatemala (OACNUDH, in its initials in Spanish). Academic and consultant at ITESO.

Master's degree in Human Rights and Democracy, with an emphasis on Universal Systems for the Protection of Human Rights, from the Latin American School of Social Sciences, in collaboration with the Supreme Court of Justice of the Nation and the Office of the United Nations High Commissioner. He currently works as the Court Secretary at the Third Collegiate Tribunal for criminal matters of the Third Circuit, in Zapopan, Jalisco.

He has been a titular professor at ITESO since 2005, teaching classes in International Tax Law, Social Regulation of Tax Revenue, Procedural Fiscal Law, Industrial Legislation, Personal University Project, Procedural Labor Law, Social Regulation of Collective Labor Relations, and Social Security Law. Titular professor in the Graduate Programs in Fiscal Law and Taxes and in Social Security at UTEGRA. Speaker at a variety of forums, especially for the Center for Fiscal Specialization, teaching courses in fiscal updating in several cities around the country.

Co-author of the book "Regulating the International Economic System (UDG 2012)". He currently on the faculty of the Universidad del Valle de México and ITESO, including courses in Diplomatic and Consular Law, Fundamental Rights, and the Philosophy of Law.
María Elisa Franco Martín Del Campo, LL.M.
PhD candidate in Law at the Universidad Nacional Autónoma de México (UNAM) and Master's Degree in Law with broad experience in human rights matters and constitutional law. She has great interest in studying, researching, teaching and applying human rights, particularly on the part of women and children, in both the national legal system and the international systems for human rights protection and promotion, especially the Inter-American System.Advisor for the review and development of conceptualization in human rights matters, and for the list of categories, criteria, and the codification system derived from the rulings of the Inter-American Court of Human Rights, for the Judicial Search Engine in Human Rights Matters. Coordination in Human Rights and Advisory to the Presidency of the Federal Supreme Court of Justice.
Mtro. Joaquín Osorio Goicoechea, M.A.
Bachelor's Degree in Philosophy and Social Sciences from ITESO (Instituto Libre de Filosofía). Master's Degree in Sociology from the University of Guadalajara. He is currently studying for a PhD in Political Science from the University of Guadalajara. He has coordinated ITESO's undergraduate program in Political Science and Public Administration, and currently coordinates the Academic Unit for Political Studies. He has also coordinated different publications on Social Policy and Poverty, Political Analysis, and has published articles in national journals. He has participated in several Councils, such as the Local Council of the National Electoral Institute (INE), the Academic Consulting Council for Social Policy and the Public Security Council of the City of Guadalajara, as well as the Council of the Ministry of Social Development (SEDESOL), Jalisco delegation.
Luis Eduardo Rivero Borrell Zermeño, M.A.
Master's Degree in Philosophy and Social Sciences, and Bachelor's Degree in Law from the Instituto Tecnológico y de Estudios Superiores de Occidente, where he is currently a full-time professor with the following functions: Coordinator of the academy of the Philosophy of Law; Coordinator of the Basic Academic Unit for Judicial Innovation; Professor of the courses Philosophy of Law, History of Law, Roman Law, Theory and Philosophy of Law; member of the team in charge of developing the program for the "Polanco" community project; member of the core faculty of the Master's Degree in Constitutional Law and Legal Argumentation, and tutor for the master's degree students.
Ana Sofia Torres Menchaca, LL.M.
Master's degree in Constitutional Law and Human Rights from the Universidad Panamericana in Mexico City. Bachelor's degree in Law from the Instituto Tecnológico y de Estudios Superiores de Occidente (ITESO). Full-time professor at the Department of Sociopolitical and Legal Studies. Coordinator of the academic area of Legal Framework for Business. She developed the law clinic/firm project of ITESO's undergraduate program in Law. She has taught courses in International Public Law, International Human Rights and Constitutional Law, and has conducted research on the "International standards of human rights promotion. An alternative to judicialization, to strengthen the human rights paradigm." She is the University's Representative on the Advisory Board of the Institute for Transparency and Public Information, the body that monitors transparency for the state of Jalisco. Member of both ITESO's Institutional Program in Human Rights and Peace, as well as its Gender Network. She developed the Certificate Program in Alternative and Restorative Justice. Member of the commission for the restructuration of undergraduate programs in Law, International Relations, Political Science and Public Management.
