Public Policy
This line focuses on the study of the decision-making processes carried out by a variety of social actors in an attempt to address a situation that is seen as a problem and that calls for the use of public resources, on the basis of a diagnosis and a causal hypothesis that define the best way to deal with the problem. It also looks at behavior patterns generated in both government and society as a consequence of policy implementation.
Governance
The term governance refers to the process of governing interdependent societies, in which public, private and social actors need one another to manage matters of personal interest and general benefit, because no single actor has at its disposal all the resources it needs to meet its objectives. Thus they all need to negotiate with other actors to gain access to the resources that only the others have. This line looks specifically at the factors that make up governance: on the one hand, the institutional design of public powers, civil society and private initiative, and on the other, the social system of science and technology as manifested in public policy, public finance and public administration.
